I'll be honest-- in 4th grade when we were supposed to learn the states, my teacher gave up halfway through.
So yeah, my grasp on what's going on past... Well, California's neighbors and the southernmost states (because I drove through them several times to get to visit my relatives in Alabama), is spotty at best.

lol, I had to learn the states in 4th grade too (note: this was in Thailand--an international school under the U.S. curriculum, but 99% of the students there are either Thai, Taiwanese, Indian, or South Korean). We had a blank map quiz every week, and it started from state names. If we got four of those correct (exact spelling and all), we move on to capital cities. Four of those correct, then abbreviations. I don't know what's after that because no one reached it. A friend of mine got to abbreviations. I got to the 4th correctly filled map of capital cities.
I got 25/50 on my very first quiz though. I remember so many trivial facts about my life like that.

There's something really wrong with that -- your teacher giving up, I mean. If it was a seriously chaotic classroom in a violence-ridden, under-staffed inner-city school, I could maybe see it (but only because conditions would have been too bad to allow any kind of normal classroom teaching, and even then, the inner-city teachers I've know have tried very hard to do their best).
Otherwise, it just seems kind of WTF.

TU, I don't really remember/know the details... I was, after all, in 4th grade. I went to a really small school (50 students in a K-8 elementary school), so maybe rules were lax? I dunno.
For me in 5th grade we were supposed to learn the capitols, but we had the same teacher for both grades and since she knew we hadn't fared well on the actual states, we just skipped that part of the curriculum. As I remember it, at least. Who knows. I was a little in the clouds... ^^;;;;
Fun fact, my teacher for 4th/5th grade was the same woman that was my speech therapist in Kindergarten and 1st grade. I loved her. ^^
