OK -- now I'm thinking of the albums I've heard in recent years (from 2000 on) that strike me as being mostly good, without much filler:
T-ara -- Breaking Heart
ZONE -- N
Cindy Chen's first two albums
A-Mei -- Amit
There are others that I could list (by Shonen Knife, eX-Girl, Onitsuka Chihiro, Huang Fei, Guitar Wolf, etc.), but they're generally at least somewhat quirky off the beaten path. When it comes to general-audience pop, I think that's about it.
And yes. I have completely shut out just about all U.S./European music since somewhere around the mid-90s, for reasons which I've finally decided are more a matter of my own weird psychology than taste.

OH! i was looking at the data for the 12th album! ooooooooooooh. oh. okay. sorry about that.

yeah so.. i like 1-2-3, the matenrou show, renai hunter, dokkan cappriccio and reina's solo. sayu's also isn't bad. the rest isn't quite up my alley.
