So he’s not a prostitute, he’s just a slut? I’m not sure that’s any better. Often it’s not the exchange of money that‘s the problem. It’s the promiscuity, the spread of disease (as Shoujo Q noted), the relationship drama (which prostitution actually discourages), the disruption caused by having a bunch of relative strangers hanging around all the time, and so on. And even if nothing illegal is happening now, the lack of familiarity / accountability makes it much more likely that something illegal will happen soon.
And of course there is the whole pandemic thing...
I suggest you go down and talk to him. Make it clear that whatever it is, it’s not okay. You live there too and you have rights. The loitering alone would violate most leases, and the smoking might as well. My own lease has limits on the number of guests allowed at one time and the hours during which they can be on the property, to prevent big parties and improper subletting. Because this is a university town and many grad students live around here.
