According to Mari Yaguchi, they decide it based off of whether or not they think it'll sell..
Yurina has 3 solo PBs, Rika has 12, and Mano Erina only has 4..

Looks like I stand corrected on Kamei Eri not standing out in any meaningful way while in MM. If her photobooks sold enough for her to do ten of them, then she must have been a big success as a photobook girl.

No, Rika has 11. One is with Sayumi (for Ecomoni。), but she only has 11 solo PBs. The other one isn't a photobook per se, but a photo and essay book, so it doesn't count.
Yurina's and Mano's were typos, though >_>.
