H!P tends to release photobooks of H!P members when they think the photobook will make money. If Dia Lady or Buono sell huge numbers with a single and do ton of promotion for them, H!P might be convince that a photobook for those two girls might make money.

The big question is what is the break even point on sales? How many units must they move to make up for the production and printing costs? I'm sure that they must know this ahead of time and adjust their budgets depending on how many they might sell. For example, Abe Natsumi was lavishly flown around the world for her PB's and Yasuda Kei was taken to some location in Tokyo (probably by public transportation) for her one PB.

By this measure, I think they had high hopes for Mizuki and Ayumi with the exotic location. If they quickly get to shoot more PB's in exotic locations we'll know if the projects made money.
