H!P tends to release photobooks of H!P members when they think the photobook will make money. If Dia Lady or Buono sell huge numbers with a single and do ton of promotion for them, H!P might be convince that a photobook for those two girls might make money.

If they follow that rule, Chii wouldn't have 2 PBs

I suspect that the reason that Chii has 2 PBs is because her first one made money.

I also suspect that Kamei Eri got to do 10 (?) PBs is because her first nine made money.

OTOH, maybe Miyabi and Risako don't do a lot of PBs because they don't like to do them?
