Obviously it's a staffer. The photo is taken at such an angle that the staffer is much farther off to the side of the stage than you might think at first glance, and if you watch the Toxyo MX report, you can see that the sides of the stage are obscured by equipment. So all the people who say "But there was no one else on stage!" just didn't notice the staffer momentarily peek out from the behind the equipment.

Looks photoshoped to me. It has no shadow, and it's edges are more blurred then any of the girls, or their shadows. It doesn't look right.

The person has no shadow because they're all the way back against the white screen, and they're more blurred because they're in the far background out of focus.

I agree with that. They're wearing the unobtrusive all-black that a staffer would wear, their expression is that of someone attempting inconspicuousness, and in performances like that, the staff become quickly "invisible" to onlookers. That they are out of the range of direct lighting and casting no/minimal shadow is the way it is supposed to be.
